The Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF) has issued a special notice of intent to award a sole-source, firm-fixed-price service contract under solicitation number N4523A26Q1312. The requirement is for a four-day training program supporting Self Propelled Modular Transporters (SPMT) located in Bremerton, Washington. The performance period is scheduled for approximately May 18, 2026, through May 22, 2026. This procurement is classified under NAICS 423860 Transportation Equipment and Supplies (except Motor Vehicle) Merchant Wholesalers and PSC U099 Education/Training- Other.
The Navy intends to award the contract to Transport Products & Service Enterprises, Inc. (TPSE), as they are the authorized trainer in the United States for SCHEUERLE equipment. Because the shipyard owns and operates SCHEUERLE SPMTs, operator training must be tailored to the specific design and control systems of the original equipment manufacturer (OEM). TPSE is the exclusive distributor of SCHEUERLE in the U.S. and maintains personnel with the specialized skills required for initial operator training on this material handling technology. The training is intended to ensure employee safety and the accurate operation of the equipment.
Interested parties may submit documentation demonstrating their capability to satisfy these requirements to purchasing agent Patrick Scott and contracting officer Jacqueline Edgerton by the response deadline of April 27, 2006. Submissions must include technical background and general information describing the contractor's ability to support these specific requirements. The government will use these responses to determine whether to conduct a competitive procurement rather than a sole-source award. The notice includes one attachment, a redacted Performance Work Statement.
