4. SOLICITATION & AMENDMENT INFORMATION: This RFOP and any subsequent amendments will be issued electronically via this SAM.gov posting. The Government is under no obligation to maintain a vendor mailing list. It is incumbent upon any interested parties to periodically access this notice to obtain any amendments which may be issued. Failure to obtain and respond to any amendments prior to the closing date may render your proposal unacceptable.
5. PROPOSAL INSTRUCTIONS & EVALUATION CRITERIA: All instructions for proposal submission, evaluation criteria (e.g., Price Only, LPTA, or Tradeoff), and order-specific clauses are contained entirely within the attached BOAST RFOP document. Offerors shall review the attached RFOP in its entirety to prepare their proposal.
6. NOTICE TO VENDORS WITHOUT A BOAST BOA: If your company is interested in competing for this or future Class IX sustainment requirements but does not currently hold a BOAST Basic Ordering Agreement, you are highly encouraged to join the program.
The BOAST program utilizes a Continuous On-Ramp, allowing qualified vendors to establish an agreement at any time.
For full instructions on how to submit a proposal to establish a BOA, please refer to the official BOAST On-Ramp Announcement on SAM.gov (Notice ID: W912CH-26-R-0001). Please note that an executed BOA must be in place prior to the closing date of this specific RFOP to be considered for award.
The Army Contracting Command - Detroit Arsenal issued this special notice as a Request for Order Proposal under the Basic Ordering Agreement Sustainment Track program. The solicitation, identified by number PANDTA-25-P-0000_003284, seeks the production of Hand Control Units under Part Number 13100593 and NSNs 1095-01-689-2309, 1095-01-689-2324, and 1095-01-689-2346. The requirement consists of a base quantity of 49, 33, and 33 units respectively, with an option for 100 percent of the base quantity on each production line item. This competitive full and open action is intended for all active BOAST Basic Ordering Agreement holders, and a fully executed agreement must be in place by the response deadline of June 22, 2026.
The government intends to award a firm-fixed-price order for these items, which fall under NAICS 332994 for Small Arms, Ordnance, and Ordnance Accessories Manufacturing and PSC 1095 for Miscellaneous Weapons. No set-aside is applied to this procurement. Performance will take place within the United States, with inspection and acceptance occurring at the origin and delivery made to the destination. Because the requirement involves export-controlled items, vendors must be certified in the Joint Certification Program to access the Technical Data Package.
Four attachments support this notice, including a compressed technical data file, a requirement spreadsheet, a controlled unclassified information document, and a contract data requirements list. All specific instructions regarding proposal submission and evaluation criteria are contained within the attached request for proposal document. While the notice is issued via the U.S. Army Corps of Engineers, Ryan Nawrocki serves as the primary point of contact for the procurement. Qualified vendors who do not currently hold a Basic Ordering Agreement may establish one through the continuous on-ramp process outlined in the program's primary announcement.
