Notice of Intent - Promega Corporation

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Promega Corporation, 2800 Woods Hollow Road, Madison, WI 53711 for the purpose of procuring the Promega PowerSeq Auto/Mito/Y kits in order for to properly assess the maturity of all commercially available NGS STR products on the market. This assay, which simultaneously types the mitochondrial DNA control region, 17 Y-chromosome STRs and 24 autosomal STRs, will improve the recovery of probative data from a broad range of sample types and qualities, streamline the overall DNA typing process, and greatly reduce the overall costs of forensic DNA testing. The Promega kits are needed in order for the FBI to conduct an equal assessment of all products available on the market, and validation/implementation of these highly cost-effective NGS technologies. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. Based on market research conducted and contacts made with knowledgeable individual within the Government and related industry, it has been determined that Promega Corporation is the dole manufacturer and distributor of the proprietary PowerPlex and Powerseq kits, and they are the only vendor capable of providing the necessary consumables. This notice will be distributed solely through the General Services Administrations SAM.gov site to ensure they have the most up-to-date information about this acquisition. The associated North American Classification System Code is 334516, Analytical Laboratory Instrument Manufacturing; the size standard is 1000 employees. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement by contacting Jerry D. Responses sent via other means (i.e., via telephone call, facsimile transmission, etc.) will not be considered. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your companys SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information.
