2. Interested vendors must submit a signed SF-18 with their offer.
3. The Government will award a contract resulting from this solicitation to the responsible offeror whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotation:
a. Timeliness - the quotation must be received on or before the closing date and time; otherwise, the quotation may not be considered.
b. Price
