The Government intends to award a single, firm-fixed-priced, Requirements contract with a five year ordering period to meet this requirement. Proposals are due by 2:00 p.m. Central Time on 16 May 2025 for the Past Performance volume and 2 June 2025 for the final three volumes. Offerors providing less than 90 calendar days for Government acceptance after the proposal due date will not be considered and will be rejected. RESTRICTION ON PERFORMANCE BY NON-U.S. CITIZENS: All offerors shall comply with DFARS 252.225-7048, Export-Controlled Items, 22 CFR Parts 120-130 and 15 CFR Parts 730-774 which apply to this solicitation. U.S. prime contractors desiring to use foreign subcontractors or employ foreign nationals / non-U.S. citizens must comply with DFARS 252.225-7048 and all applicable laws and regulations regarding export-controlled items. The North American Industry Classification System (NAICS) code for this acquisition will be 333248, All Other Industrial Machinery Manufacturing. The Business Size Standard is 750 employees. DAFFARS 5352.201-9101, Ombudsman (July 2023) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
