View moreThis procurement action is being solicited as a Full and Open competition with a Small Business set aside. The principle nature of the requirements described in this solicitation is consistent with services performed by industries in the North American Industry Classification System (NAICS) Code 611512 “Flight Training” with a Small Business size standard of $34M. More than one Offeror may be awarded an Indefinite Delivery Indefinite Quantity (IDIQ) contract with Firm Fixed Price Contract Line Items. The period of performance will consist of 5 Ordering Periods.
The Aircraft Pilot Training Requirements are broken down into two Functional Areas which have been identified in the “Schedule of Services Price/Costs” Tables provided herein.
- Functional Area 1 is for Aircraft Pilot Training. This Functional Area is Full and Open Competition.
- Functional Area 2 is for the Light Enforcement Helicopter Training Requirements. This Functional Area is Set-Aside for Small Business Awards only.
All Functional Areas for each year proposed will be evaluated in accordance with the Evaluation Criteria detailed in this Solicitation.

Responses to questions will be provided via an amendment to the RFP and posted on SAM.gov.
The date of receipt of proposals is on or before 5:00 PM EST on March 18, 2026. There will be no exceptions to the time and date when responses are due unless determined otherwise by the Government.
