6550--Intent to Sole Source: Mycobacterial Liquid Culture and Susceptibility Testing Cost Per Test

The Department of Veterans Affairs, Great Lakes Acquisition Center, intends to negotiate a firm-fixed-price, sole source contract with Becton, Dickinson and Company (BD Diagnostics) for mycobacterial liquid culture and susceptibility testing. The procurement will provide FDA-approved BACTEC MGIT 960 equipment and supplies on a cost-per-test basis for the Clement J. Zablocki VAMC in Milwaukee, Wisconsin. This requirement falls under NAICS 325413 for In-Vitro Diagnostic Substance Manufacturing and PSC 6550 for In Vitro Diagnostic Substances, Reagents, Test Kits and Sets.

The agency has identified BD Diagnostics as the only responsible source capable of satisfying these requirements in accordance with FAR 6.302-1. Although this special notice under solicitation 36C25224Q0400 is not a request for competitive proposals, firms that believe they can meet the requirements may submit detailed supporting evidence of their products, services, and customer references. Responses are due by April 10, 2024, and must be submitted to the contracting office in Milwaukee, Wisconsin, or via fax to the attention of Teresa Beers.

The government will evaluate any received information to determine whether to compete the procurement, a decision that remains within the government's sole discretion. If no responses are received by the deadline, the Great Lakes Acquisition Center will proceed with the sole source negotiation with Becton, Dickinson and Company.
