Announcement Number: REQUIREMENTS-26-1761
Project Title: NOAA AFSC Bering Sea/Aleutian Islands survey FY26-31 Benthic Invertebrate Species Identification and Cataloging
NOAA's Alaska Fisheries Science Center requires that all contractors doing business with this office be registered with the System for Award Management (SAM). No award can be made to a company unless registered in SAM. For additional information and to register in SAM, please access the following web site: www.sam.gov. To register, all contractors must have a valid Tax ID number and obtain a government-provided Unique Entity Identifier, which is available through SAM.gov.
The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole-source contract with the Scripps Institute of Oceanography at the University of San Diego for expert taxonomic identification of benthic invertebrate specimens. This requirement supports the Alaska Fisheries Science Center (AFSC) during its groundfish and midwater fishery surveys scheduled for the fiscal year 2026 through 2031 field seasons. Performance will occur in Seattle, Washington, to support research conducted across the Bering Sea, Gulf of Alaska, and Aleutian Islands. The project falls under NAICS 541990 for All Other Professional, Scientific, and Technical Services and PSC B516 for Animal/Fisheries Special Studies and Analysis.
The scope of work involves identifying rare, cryptic, or morphologically complex invertebrate taxa collected during fisheries research that are difficult to classify in the field. These specimens are essential for cataloging in NOAA’s benthic invertebrate collections, which are utilized to train research biologists and survey personnel. Accurate identification supports AFSC Annual Guidance Memo priorities, including the study of species distribution shifts, recruitment, food availability, and ecosystem trends on subtidal continental shelves and upper slopes throughout Alaska.
This special notice, identified by solicitation number REQUIREMENTS-26-1761, is not a request for competitive quotes. However, the agency will consider capability statements from responsible sources received by May 22, 2026, to determine if the procurement should be conducted on a competitive basis. Documentation must be submitted to the point of contact, Jason Jenks, and provide sufficient detail to demonstrate the ability to meet all identification and cataloging requirements. One attachment, a redacted single-source determination for curation services, was provided with the notice on May 7, 2026.
