THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS AND 13.5, SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION. QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. This combined solicitation/synopsis is for purchase of the following commercial services and products: Foreclosure Legal Services and Related Technical Support for the States ofCT/MA/RI under NAICS 541110. This requirement is a total small business set-aside. The objective is to retain a private attorney or law firm (herein called "contractor") to provide legal services in connection with foreclosures with or without deficiency judgments, Judgments, and/or actions to recover possession related to Section 502 (Single Family Housing) debts to the United States Department of Agriculture (USDA). All suits will be filed in the State Court for the County where the security property is located, unless specifically directed otherwise. This work is to be performed on cases throughout the States of CT/MA/RI. The USDA, Rural Development (RD) anticipates establishing multiple Blanket Purchase Agreements (BPA) under this solicitation, in accordance with the attached Performance Work Statement (PWS). The government may make multiple awards under this solicitation. ** Requests for information requiring government responses must be submitted electronically in a Portable Document Format (PDF) to be received no later than 11:59 PM, CST,12March 2020 to [email protected] or [email protected]. Government responses to RFIs will be posted NLT 3:00 PM, CST,18March 2020. Proposals are DUE NLT: 5:00 PM, EST30March 2020 to [email protected] . ENSURE the attached BPA AGREEMENT is signed /filled in on the first page. Any proposal received after that time will not be accepted and are considered late.
