The manufacturer will not provide technical support or assistance to any entity other than JCBAS, and unauthorized intervention would result in loss of warranty coverage and significantly increase future maintenance costs to the Government.
To preserve the required form, fit, and function of the ESS, only JCBAS can install updates or new components. The system architecture—both hardware and software—was designed and developed by JCBAS and has been accredited through the Department of Defense Risk Management Framework (RMF) process in support of the Command’s Authority to Operate (ATO). No alternative vendor can meet these accreditation requirements without extensive reengineering and reauthorization efforts. Transitioning to another vendor would result in substantial duplication of cost, and an unacceptable delay reflecting the time and expense required to replace the existing infrastructure and complete necessary certification and accreditation processes. Such a delay would leave multiple classified facilities unsecured, creating unacceptable operational and security risks.
