The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source Vista Outdoor, Inc. 1 Vista Way, Anoka, MN 55303 the authority of FAR 6.302-1(a)(2)(iii)(B). This is being sole sourced for a two-year period to reduce mission delay while a larger five year effort is being competed. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). This solicitation is being issued pursuant to the procedures at FAR subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation includes a requirement of a site visit at the NSWC Crane Lake Glendora Test Facility by each vendor that will be providing a competitive quote. Each vendor shall thoroughly review the specifications within the solicitation to ensure all requirements/instructions are followed.
