BASIC ORDERING AGREEMENT(S) ISSUED THROUGH THIS COMBINED SYNOPSIS/SOLICITATION ARE NOT CONTRACTS BUT AGREEMENTS BETWEEN 934th AIRLIFT WING, MINNEAPOLIS AND THE RESPECTIVE CONTRACTOR(S). A CONTRACT OR ORDER WILL BECOME BINDING UPON ISSUANCE OF A CONTRACT OR ORDER, AGAINST THE CONTRACTOR’S RESPECTIVE BOA, BY THE CONTRACTING OFFICER. (RFO 16.703-3(b)(4)).
Orders issued under this BOA shall require Davis-Bacon wage rates depending on specific activities within the order. The appropriate wage determination will be included in every BOA and proceeding order.
The Offeror must be an authorized, qualified, and certified vendor and must provide pricing on an all or none basis. Written proposals are required (oral offers will not be accepted). It is the Government’s intent to establish BOAs with capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies.
GENERAL STATEMENT OF WORK:
Brief description of requirement: The 934th Civil Engineering (CE) Team has determined that ongoing pavement repairs and markings are needed to maintain roadways on base. The work may include, but is not limited to, reapplication of various pavement paint markings, such as pedestrian crosswalks, vehicle parking spaces, fire lanes, and various transverse markings to include; yield triangles, directional arrows, speed hump markings, stopping lines/bars and other miscellaneous pavement markings. There may be repairs to the asphalt pavement requiring crack filling, and partial mill and overlay techniques for severe cracking. All contractors performing the work shall be licensed and bonded in the State of Minnesota.
PLACE OF PERFORMANCE:
FOB Destination is the 934th Airlift Wing, Minneapolis MN 55450. Worksites include roadways and parking lots on base. Specific locations of work will be detailed within each task order.
LINE ITEMS:
The contractor shall provide all labor, equipment, materials, tools, parts, shipping, and all other items necessary to provide tasks provided in Attachment 1, Statement of Work (SOW) Table 2.8.1
PRICING:
Offerors must provide pricing according to Attachment 1-SOW by listing their pricing within Attachment 2-Price Book, utilizing the tasks provided therein.
EVALUATION OF PROPOSALS:
The Contracting Officer reserves the right to issue multiple basic ordering agreements or not to issue any at all. The Contractor(s) will be selected on a “Best Value” to the Government basis. This is NOT a Contract but rather a Basic Ordering Agreement. The unit pricing requested will be utilized for price evaluation purposes in selecting a “Best Value” contractor. However, the Government shall terminate any successful contractor’s BOA should their Order “Lot” pricing not be a reflective derivation of the pricing they propose herein. It is the Offerors responsibility to ensure all calculations and formulas are correct.

Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
Per RFO 52.237-1 Offerors are urged and expected to inspect the site where the work will be performed.

NOTE: All Contractors/Subs are required to have proper identification to access an Air Force Installation.
