Protective Security Officer (PSO) Services throughout Dallas Texas

The US Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) is issuing this competitive request for proposals (RFP) to solicit offers for the purpose of awarding a contract to provide Protective Security Officer PSO) services throughout Dallas Texas. The Government will conduct this acquisition using the procedures from Parts 12 and 15 of the Federal Acquisition Regulations. It is anticipated that a single award, firm-fixed price, indefinite delivery/indefinite quantity type contract will be established as a result of the solicitation. The contract will consist of a 12-month base period with four consecutive 12-month options with an additional 6-month option in accordance with FAR 52.217-8. As an integral part of this security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish this requirement. The contractor is required to have a Secret facility clearance at the start of contract performance. The RFP will require the submission of a technical proposal as well as a price proposal. All proposals received in response to the RFP will be evaluated using Best Value Trade-Off Procedures. All contractors must be registered in the System for Award Management (SAM). A Pre-Proposal Conference for this requirement is scheduled for on or about 05/07/2020.
