SOLICITATION 47PA0724R0001 FY24 R11-DC & MD Import & Export Competitive Electric Supply The U.S. General Services Administration (GSA) intends to award a contract for the supply of all electricity supply commodity components up to the Delivery Point located in the Potomac Electric Power Company (PEPCO) Local Distribution Utility (LDU) service territory within the District of Columbia and state of Maryland. The Delivery Point for such electricity shall be the independent system operator (ISO)/utility interconnect for the specific facilities. The Government is soliciting offers for a term of up to fifty-three (53) full monthly billing cycles for accounts included in this proposed contract. The service start date for each account shall begin with the first utility meter read date specified by the applicable utility for the month of November 2024. The total annual estimated quantity to be solicited is 89,780,944 kilowatt-hours (kWh). The contract(s) awarded will be Firm Fixed-Price. The solicitation is issued as a Request for Proposal. All responsible sources are encouraged to submit a responsive and complete proposal. Any contract award(s) will only be made to an offeror, who, at the time of award, is licensed by the state public utility commission, namely the Public Service Commission of the District of Columbia or Maryland Public Service Commission, to provide electric supply to retail electric customers, are Electronic Data Interchange and otherwise, suitably qualified by the LDUs in which physical delivery will take place.
