4. SOLICITATION & AMENDMENT INFORMATION: This RFOP and any subsequent amendments will be issued electronically via this SAM.gov posting. The Government is under no obligation to maintain a vendor mailing list. It is incumbent upon any interested parties to periodically access this notice to obtain any amendments which may be issued. Failure to obtain and respond to any amendments prior to the closing date may render your proposal unacceptable.
5. PROPOSAL INSTRUCTIONS & EVALUATION CRITERIA: All instructions for proposal submission, evaluation criteria (e.g., Price Only, LPTA, or Tradeoff), and order-specific clauses are contained entirely within the attached BOAST RFOP document. Offerors shall review the attached RFOP in its entirety to prepare their proposal.
6. NOTICE TO VENDORS WITHOUT A BOAST BOA: If your company is interested in competing for this or future Class IX sustainment requirements but does not currently hold a BOAST Basic Ordering Agreement, you are highly encouraged to join the program.
The BOAST program utilizes a Continuous On-Ramp, allowing qualified vendors to establish an agreement at any time.
For full instructions on how to submit a proposal to establish a BOA, please refer to the official BOAST On-Ramp Announcement on SAM.gov (Notice ID: W912CH-26-R-0001). Please note that an executed BOA must be in place prior to the closing date of this specific RFOP to be considered for award.
The US Army Corps of Engineers and the Army Contracting Command – Detroit Arsenal (ACC-DTA) issued this Request for Order Proposal (RFOP) under the Basic Ordering Agreement Sustainment Track (BOAST) program. This solicitation, identified as PANDTA-25-P-0000_027548, seeks the procurement of breech lock and selector components. The requirement includes 1,994 units and an additional option for 1,994 units, covering multiple National Stock Numbers including 1005-01-629-5635, 1005-01-536-5640, and 1005-01-536-5643, among others. A recent amendment updated specific part numbers for NSN 1005-01-536-5643 and 1005-01-629-5684 and incorporated a quality assurance log.
The government intends to award a firm-fixed-price order for these items, which are classified under NAICS code 336412 for Aircraft Engine and Engine Parts Manufacturing and PSC 1005 for Guns, through 30mm. This is a total small business set-aside (SBA) competitive action restricted to active BOAST Basic Ordering Agreement (BOA) holders. Eligible vendors must have a fully executed BOA in place by the response deadline of June 29, 2026. The place of performance is the United States, and inspection and acceptance will occur at the origin with delivery set as FOB destination.
Because the items are export-controlled, the solicitation incorporates a technical data package (TDP) that requires vendors to be certified in the Joint Certification Program (JCP). The notice includes six attachments: the updated RFOP in spreadsheet format, a questions and answers log, a Contract Data Requirements List (CDRL), a CUI document, and a zipped TDP bundle. Detailed instructions for proposal submission and evaluation criteria are contained within the attached RFOP documentation.
