Contract Award Date: TBD Contract Award Number: TBD Synopsis: The United States Air Force Test Center/Directorate of Contracting (AFTC/PZIEB), Edwards AFB, CA intends to issue a sole source contract to Siemens Industry, Inc. 1000 Deerfield Pkwy, Buffalo Grove, IL 60089, for the maintenance and support for a five (5) year service contract with option years in support of the TSECMS from Siemens Industry, Inc. The contract will be executed by means of other than full and open competition, due to the need to maintain commonality, interoperability and compatibility with the current systems located in the Benefield Anechoic Facility (BAF) Chamber located in building 1030 at Edwards AFB, CA. This is a Sole Source synopsis published for informational purposes only. The authority permitting other than full and open competition is 41 USC 1901 - FAR 13.501(a) Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in- (A) Substantial duplication of cost to the Government that is not expected to be recovered through competition; or (B) Unacceptable delays in fulfilling the agency's requirements. The proposed procurement will be Sole Source under North American Industry Classification System Code (NAICS) 541519. Size standard is 27.5 M. The proposed source is Siemens Industry, Inc. 1000 Deerfield Pkwy, Buffalo Grove, IL 60089. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement is in the best interest of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determing whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The TCEMS software is proprietary software from Siemens and therefore they are the only vendor with the capability to perform the necessary maintenance and provide support and upgrades.
