Intent to Sole Source: Lease of One Cutterhead, Hydraulic, Pipeline Dredge

NOTICE OF INTENT TO SOLE SOURCE THIS ANNOUNCEMENT IS FOR INFORMATION PURPOSES ONLY USACE MVM intends to negotiate on a sole source basis with Great Lakes Dredge and Dock Company, LLC for the Lease of One Cutterhead Hydraulic Pipeline Dredge with attendant plant for dredging. The work will consist of furnishing, one fully operated hydraulic pipeline dredge with 24-inch ID pump discharge and attendant plant to include pipeline. The dredge shall be not less than 24-inch nominal diameter discharge and have a manufacturer's horsepower rating for continuous operation of not less than 3,200 brake horsepower. The primary dredge work will be in Memphis Harbor/McKellar Lake (Mile 725 AHP) in Memphis TN. The work will consist of making or enlarging dredge cuts, and dredging in various channels and harbors. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(a)(2), Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition of this action will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
