NOTE: RFQ has been re-opened and response due date is now April 16, 2010 @ 1700 Pacific time. The purpose of this Request for Quotations and any resultant Agreements is to acquire the services of Type 1, 2 and 3 Support Water Tenders and Types 3 & 6 Wildland Fire Engines for use on a local, Regional and Nationwide basis. The Agreements will be competitively awarded by Dispatch Centers within Region 5 of the Forest Service and may be used for wildland fire suppression, all hazard activities and severity. Awards resulting from this solicitation will be made using the Cascading Set-Aside Proceedure (i.e. HUBZone and SDVOSB). The Vendors are responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, supervision, and management of those personnel necessary to meet the Agreement specifications. 1) Quotes shall be submitted in the Virtual Incident Procurement System (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct offical electronic business transaction. Level 2 eAuthentication information is available at the following website; http://www.fs.fed.us/business/incident/eauth.php 2) Formatta Filler Software is required in order to view and fill in the necessary electronic Solicitation forms. Formatta Filler is a free software and is available at; http://www.formatta.com 3) No telephone request for the solicitation will be accepted, and no paper copies will be issued.
