View moreOfferors shall submit only one technical proposal containing all required evaluation criteria, to include all factors and any significant subfactors, as listed in the attachment Technical Proposal Instructions. The technical proposal shall NOT include prices or pricing information. The Government will review only one technical proposal per offeror.
Offerors shall submit proposals that are acceptable without additional explanation or information.
The Government may make a final determination regarding a proposal’s acceptability solely on the basis of the proposal as submitted.
The Government may proceed with the second step without requesting further information from any offeror; however, the Government may request additional information from offerors of proposals that it considers reasonably susceptible of being made acceptable and may discuss proposals with their offerors.
Technical proposals must be received no later than 15 June 2026 at 1500 hours local time. Technical proposals not received by the Contracting Construction Team by the exact date and time for receipt of proposals will not be considered.
A notice of unacceptability or acceptability will be forwarded to the offeror upon completion of the proposal evaluation and final determination. Offerors determined to have submitted an acceptable technical proposal will be able to proceed to Step Two, submission of a Sealed Priced Bid.
Offerors will be expected to submit their sealed priced bids within one or two weeks. The exact date and time of submission and bid opening will be notified in the Request for Bids.
No contract will result from this Request for technical Proposal. This is Step One of the Two Step Sealed Bidding.
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (3) “The contractors must meet the requirements established by Spanish legislation for execution of government works. A breach of contract on the part of a contractor shall have the same consequences for the contractor for purposes of future contracting with the Spanish government as would occur with a breach of a contract with the Spanish public administration.” and (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".

The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The Government reserves the right to cancel this solicitation, either before or after the closing date.
