G004--Intent to Sole Source for Richmond VAMC Homeless Veterans' Transitional Housing Program

The Department of Veterans Affairs, Network Contracting Office (NCO) 6, intends to negotiate a sole source contract with Daily Planet Inc. for Transitional Housing Homeless Veteran s Program located within a 10 radius of the Richmond VA Medical Center, Richmond, Virginia. The Daily Planet is the recipient of a VA national grant under the National Grant and Per Diem Program that provides 10 beds to our Homeless Veterans for Transitional Housing. This is a robust highly specialized program that staff case managers (with Master Social Worker credentials), trained Master Level Licensed Therapists, and Medical Psychiatry Services for our veterans in individual and/or group therapy sessions. Their Pharmacy Department is available for the veterans medication consultations. The services also include trauma informed clinical care, familiarity with veteran systems including VAMC Healthcare, VBA and local non-profit veterans organizations. The Daily Planet is part or the local Richmond Continuum of Care, a network of local agencies that provides services for homeless veterans. This association allows the Daily Planet to network with appropriate providers, reducing duplication of services and increase efficiency in case management. Given this history and staff training are clinically informed surrounding the unique needs and service required by the veteran population. For over six years due to the increase in demand, the Richmond Medical Center Community Based Health Care for Homeless Veterans (HCHV) has expanded its Transitional Housing for Homeless Veteran Program service with the Daily Planet Inc. for 10 (2 Medical Respite and 8 Safe Haven Transitional Housing) additional beds under contract. The Daily Planet services is located within the VA s required 10-mile radius requirement. This requirement minimizes the logistics of transportation. The Veterans are often scheduled with multiple appointments and frequent visits to the VAMC facility along with community s veteran and housing organizations in the local area. To move veteran's care to another facility would negatively impact the veteran's as it would disrupt their current care and established treatment plan. Veterans would have to physically relocate, establish rapport and new treatment plan with new providers. This would cause a delay in services which would not be beneficial to the veteran or VA. Additionally, the Daily Planet staff are familiar with both VAMC providers as well as community providers which provides ease in coordination of services and more efficiency in meeting veteran's housing goals. The Daily Planet also has HIPPA compliant electronic charting and emails. If the veterans transitioned, this would need to be implemented at a new facility further delaying start of services. Period of performance will be for the period 1 April 2023 through 31 March 2024 Justification for this sole source procurement is in accordance with FAR 13.106-1(b)(2) soliciting from a single source. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any business that believes it can meet these requirements and possesses relevant past experience and expertise may give written notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government, however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
