Software Development and Integration Services

The United States Patent and Trademark Office (USPTO) has an immediate requirement for continued software development and integration services. This requirement is in support of the Office of the Chief Information Officer (NAICS code 541512). The anticipated period of performance is September 07, 2016 through September 06, 2017, with an estimated value of $480,000,000.00 over the one (1) year base period and one (1) year option period. The USPTO is exempt from the Competition in Contracting Act (CICA) under the Patent and Trademark Office Efficiency Act, 35 U.S.C. 2(b)(4)(A) and the subject requirement is being procured using the Alternative Competition Method as described in the Patent and Trademark Acquisition Guidelines (PTAG) https://federalregister.gov/a/2013-24316. In accordance with the PTAG, the USPTO conducted market research and the results indicate that only a limited number of vendors are most likely to successfully meet the agency's needs. This award is considered a logical follow-on to a previously competed requirement for software development and integration services. As a result, the solicitation will only be issued to the limited number of vendors determined to be qualified at the time of the prior award(s) in order to maintain a continuity of services while the USPTO competitively awards the SDI-NG2 contract(s).
