Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC), for Paving at Military and Other Federal Facilities throughout New England

The U.S. Army Corps of Engineers, New England District, is seeking proposals for a Multiple Award Task Order Contract (MATOC) to provide paving construction, rehabilitation, maintenance, and repair services. The scope of work includes, but is not limited to, roads, streets, sidewalks, and parking areas at military and other federal facilities across Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. Individual projects under this Indefinite Delivery/Indefinite Quantity contract will be executed using Design-Bid-Build methodology. This solicitation is set aside for certified Small Business concerns under NAICS 237310: Highway, Street, and Bridge Construction and PSC Y1QA: Construction of Restoration of Real Property (Public or Private).

The MATOC pool will consist of up to four contractors sharing a total capacity of $15 million. The contract features an estimated annual value of $3 million over a five-year ordering period, which was originally anticipated to begin in September 2023. Interested parties must submit their responses by the deadline of January 18, 2024. All responsible sources are eligible to submit a bid for consideration by the New England District.
