S--Base Operating Support (BOS) Services at Naval Support Activity (NSA) Panama City, Florida

(1) The source of the requirement is the Naval Support Activity (NSA), Panama City, FL with procurement oversight through Naval Facilities Engineering Command Southeast (NAVFAC SE), Integrated Product Team Gulf Coast (IPT GC), Facilities Service Contracts (FSC). (2) The outcomes to be achieved are Facility Management services, Facilities Investment (consisting of operation, maintenance, repair, minor construction and alteration services for buildings, structures and facility systems, water treatment services, backflow preventer maintenance, locksmith services, relamping services, roof inspections, fire protection, etc), Pest Control, Grounds Maintenance, and Street Sweeping services, Environmental services (consisting of completing samplings and inspections)and at NSA Panama City, FL. The services will be provided by means of a combination Firm-Fixed Price (FFP) and Indefinite Delivery-Indefinite Quantity (IDIQ) with a basic award and four options contract. The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts. (3) The requirement is performance based in accordance with FAR 37.6, Performance Based Acquisition. (4) The metrics to be used to measure the outcomes will be Section C Performance Standards provided in the NAVFAC Facility Services Contract (FSC) Template based Performance Work Statement (PWS) and the Contractor's Quality Control Program as evaluated during source selection, incorporated under award and approved prior to contract start. Standards will include infrastructure sustainment and minimal restoration and modernization work to facilities and systems, properly maintained equipment and pest free grounds, properly maintained grounds, support of FCAP program, maintained BFR's and property record cards, and debris free roads. An appropriate performance objective and performance standard for each requirement is included in the Performance Work Statement.
