The Defense Health Agency (DHA), through its Enterprise Medical Support (EMS-CD) office, has issued solicitation HT001526RE001FINAL for non-personal Clinical Reference Laboratory Testing Services (CRLTS). This requirement supports approximately 205 Military Treatment Facilities globally by providing a menu of roughly 6,960 specialized medical tests that the government cannot perform in-house. A primary technical objective of the contract is the establishment and maintenance of a secure, bidirectional electronic interface between the contractor’s commercial Laboratory Information System and the MHS Genesis electronic health record. This procurement is a follow-on to services currently provided by LabCorp Inc. under contract W81K04-21-D-0001.
The government intends to award a single-award Indefinite Delivery/Indefinite Quantity contract using full and open competition. The period of performance consists of a five-year base ordering period and one five-year optional ordering period, totaling 10 years. Task orders will be issued on a firm-fixed-price basis, and source selection will be conducted via Performance Price Tradeoff, evaluating technical factors, performance risk, and small business subcontracting participation. The work is classified under NAICS 621511 Medical Laboratories and PSC Q301 Medical- Laboratory Testing, with no set-aside designated for this effort.
The performance location is the United States, and the response deadline for this solicitation is June 1, 2026. The contract requires compliance with Department of Defense cybersecurity standards, including NIST SP 800-171 and the CMMC 2.0 framework. There are 18 total attachments associated with this notice, including a Performance Work Statement, price lists, and various security and system authorization forms. Questions regarding this requirement must be submitted by May 18, 2026, to the point of contact, Tamara Fenwick.
