The Defense Logistics Agency Aviation at Huntsville, Alabama, has issued this sources sought notice to identify potential manufacturing and supply sources for a power supply supporting the PATRIOT weapon system. Classified under NAICS 335311 for Power, Distribution, and Specialty Transformer Manufacturing and PSC 6120 for Transformers: Distribution and Power Station, the requirement specifically concerns NSN 6120-01-723-1692, Part Number 13646197-10. This acquisition is currently conducted under FAR 6.302-1(a)(1) as a single-source requirement because the approved source retains proprietary data rights and unique design capabilities essential to maintaining part quality. There is currently no set-aside designated for this effort, although the agency is utilizing this market research to determine if future competitions can be set aside for small business concerns.
Prospective contractors are responsible for all aspects of the manufacturing and production process, including supply chain management, logistics, forecasting, long-lead part procurement, and obsolescence management. Because this part requires engineering source approval from the design control activity, any new source must meet prequalification requirements and fulfill all recurring and non-recurring engineering services necessary to become qualified. Furthermore, the associated technical data is subject to export restrictions under the Arms Export Control Act, requiring contractors to maintain an active United States/Canada Joint Certification Program registration to access controlled information.
