R--PASS Schedule V award change notice, increase ceiling

THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Fifteen days after publication of this notice, the National Guard Bureau intends to increase the ceiling from $80,000,000 to $95,000,000 for the Professional and Administrative Support Services (PASS), Schedule V, General Trade, Transportation and Logistics Support Services IDIQ contract with TSI Corp. under contract number W912JB-11-D-4000. Due to the high demand of the services on this contract, capacity will soon be reached. This increase is to cover within scope changes and to perform existing and planned tasks until the new procurement is awarded (anticipated for mid-July 2015). The requirement will be synopsized on FedBizOpps, solicitation W912JB-14-R-4011. The original ordering period of the contract with options expires in 31 January 2016. It is in the best interest of the government to use the incumbent contractor, TSI Corp., for modifications to on-going task orders and to provide services for planned tasks. Continuation and follow-on of current support by TSI Corp. will allow the Government to fulfill requirements for continued support for General Trade, Transportation and Logistics Support Services until a new contract can be awarded and is active. In order to maintain continuity of existing services, TSI Corp. is the only contractor capable of meeting the governments Professional and Administrative Support Services (Schedule V) requirements, time and other factors considered. This notice is in accordance with FAR 6.302-1, Other Than Full and Open Competition.
