Sole Source Synopsis SLS Data Acquisition Units

NASA/GRC has a requirement for Data Acquisition Units. The units will be for the second test launch of NASA's Space Launch System. NASA/GRC intends to purchase the units solely from Teletronics Technology Corporation (TTC), Newtown, PA 18940. For the following reasons, award of this contract to a source other than TTC would result in a duplication of cost to the government that is not expected to be recovered through competition. Duplication of cost to the government with a source other than TTC would result from: 1) loss of investment of funds spent to date for engineering model DAUs that would have to be replaced and procured from a new supplier; 2) loss of investment of funds spent to date for the qualification DAUs and related testing that would have to be replaced and procured from a new supplier; and 3) loss of funds spent to date by NASA and their two primary contractors, Boeing and ATK, to bring the DFI system design that is integrated with the avionics design up through the critical design phase. This includes extensive testing of hardware and training completed in programming and configuration of the DAUs. THIS IS NOT A REQUEST FOR QUOTE THIS IS A SOLE SOURCE SYNOPSIS. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 03/07/2016. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
