The Defense Logistics Agency (DLA) Energy Electricity Team is establishing Basic Ordering Agreements (BOAs) for the supply and delivery of Renewable Energy Certificates (RECs) to various locations throughout the Continental United States. This requirement supports federal mandates including 42 U.S.C. 15852(a) as amended by EPAct 203 and the Energy Act of 2020, with further consideration given to Executive Orders 13990 and 14057. This solicitation, identified as SP0604-22-R-0417, is classified under NAICS 221115 Wind Electric Power Generation and PSC 9140 FUEL OILS, and it includes an SBA SBA set-aside.

The resulting BOAs are not formal contracts and do not guarantee future awards; however, they allow authorized ordering agencies to expedite the acquisition of RECs by issuing purchase orders against the agreements.
