Notice of Intent to Award a Sole-Source Contract to Action Target, Inc.

ASRC Federal Gulf State Constructors, LLC, acting on behalf of the Department of the Air Force, 71 FTW CVC, has issued a notice of intent to award a sole-source contract to Action Target, Inc. for indoor firing-range inspection, maintenance, and cleaning services in Oklahoma. This requirement, identified under solicitation number W05E-BK, falls under NAICS code 811310 for Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and PSC J013 for the maintenance, repair, and rebuilding of ammunition and explosives equipment. The scope of work includes original equipment manufacturer (OEM) inspections of range equipment, air-filtration evaluations, bullet-trap and berm maintenance, hazardous-material removal, and deep-cleaning or lead-dust abatement.

The government has identified Action Target, Inc. as the only source capable of performing the required services because it is the OEM for the installed range systems and maintains proprietary technical data and specialized equipment. Market research indicates that no other commercial suppliers are authorized to service these systems without voiding warranties or creating safety risks. This Justification and Approval (J&A) notice was published on April 21, 2026, and includes two attachments: a sole-source justification for the firing range and a specific Vance Air Force Base sole-source document. Although this is not a request for competitive quotes, the agency will consider capability statements from responsible sources that clearly demonstrate the ability to perform OEM-equivalent maintenance on proprietary Action Target components.
