View moreThe M1128 projectile will produce fragmentation effects versus personnel and light materiel targets. It consists of a high fragmentation steel body and uses a modified M795 ogive which has been streamlined to increase range. The gilding metal rotating band and plastic obturator are identical to those used on the M795. The projectile cavity is filled with IMX-104 and a PBXN-9 supplementary charge. The M1128 also employs a base bleed propellant in the aft section of the round to reduce projectile base drag. The Hydroxyl Terminated Poly Butadiene (HTPB) base bleed propellant utilizes the same formulation as the one found in the M864, molded into a larger grain for increased range extension. The base closure that protects the propellant is also the same as the one found on the M864. The components that may be provided as GFM to the 155mm HE M1128 Artillery Projectile LAP contractor will be the following: the 155mm HE M1128 Artillery Metal Parts Assembly, IMX-104 Explosive, Meltable Fuze Plug, PBXN-9 Supplementary Charge, Flexible Rotating Cover Bands, Base Closure and Wooden Pallets. The projectiles are packed eight per wooden pallet. The Base Bleed will be Contractor Furnished Material (CFM) under the LAP contract.
The North American Industry Classification System (NAICS) code for these items is 332993. The Product and Service Code (PSC) is 1320.
To be considered a capable source for this effort, all interested sources must submit a response that provides adequate technical and manufacturing capability to LAP the above-mentioned 155mm HE M795 and M1128 Projectiles. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc.) available, the respondent must be able to demonstrate their ability to obtain those resources. Respondents should provide the following information which will assist the USG in developing its acquisition strategy:
a) A summary that includes a brief description of the contractor's capabilities to include description of facilities/equipment, personnel, manufacturing process, inspection capabilities and how they directly relate to the 155mm HE M795 and M1128 Projectiles, to include any experience managing procurement of TNT or similar material.
b) A description of existing production capacity, evidence of ability to produce a minimum of 12,000 M795 projectiles and a minimum of 5,000 M1128 projectiles per month, maximum monthly production capacity, and any experience producing these items or similar items in the past.
c) Estimated time to produce the First Article Testing (FAT) samples after contract award and lead time for delivery of the first production lot for the 155mm HE M795 and M1128 Projectiles.
d) Address if manufacturing resources are shared with other item/production lines and identify the approximate amount shared.
e) A description of any investment/facilitization that are on-going or will be required to meet capacity.
f) Provide evidence of quality assurance in order to support this production plan;
g) Provide company name, address, Commercial and Government Entity (CAGE) code, telephone number, email address, technical point of contact, and company size (please specify as either a Large Business, Small Business, Small Disadvantaged Business, 8(a) concern, Woman-Owned Small Business, Historically Underutilized Business Zone concern, Veteran-Owned Small Business, or Service-Disabled Small Business).
A Technical Data Package (TDP) for both the 155mm HE M795 and M1128 Projectiles will be made available to interested parties for this announcement. The TDPs are marked Distribution D (authorized distribution of technical documents to Department of Defense components and their contractors).) The United States Army Contracting Command-Rock Island (ACC-RI), on behalf of the Office of the Project Manager Combat Ammunition Systems (PM CAS), is conducting market research under solicitation number W519TC-26-R-0029 to identify sources capable of performing Load, Assemble, and Pack (LAP) services for 155mm M795 and M1128 High Explosive (HE) Artillery Projectiles. This requirement is classified under NAICS 332993 Ammunition (except Small Arms) Manufacturing and PSC 1320 AMMUNITION, OVER 125MM. There is no set-aside designated for this notice (NONE/NONE).
The scope of work involves delivering the M795, a steel forged shell filled with TNT, and the M1128, which utilizes a base bleed and IMX-104 explosive for extended range. For both projectiles, the government may provide various components as Government Furnished Material (GFM), such as metal parts, pallets, and supplementary charges. However, contractors are responsible for procuring bulk TNT for the M795 and providing the base bleed as Contractor Furnished Material (CFM) for the M1128. Interested vendors must demonstrate the ability to achieve a minimum monthly production capacity of 12,000 M795 projectiles and 5,000 M1128 projectiles.
Responses to this sources sought notice are due by June 9, 2026, and should be directed to Mr. Corey Schaefer. Submissions must include a summary of manufacturing facilities, personnel, inspection capabilities, and evidence of the ability to meet the required production rates. Two technical data package attachments, 26ENG070_00.zip and 26ENG069_00.zip, are associated with this notice; access to these restricted files requires an approved DD Form 2345 on file with the Joint Certification Program. The information provided will assist the government in developing an acquisition strategy for the final solicitation.
