COMMERCIAL HOSTED TELEPHONY SERVICES NAVSTA Great Lakes, IL

The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, intends to award a single award a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract to SBC D.B.A. AT&T of Chicago on a sole source basis under FAR Part 12 Acquisition of Commercial Items and FAR Subpart 13.5 Acquisition of Certain Commercial Items. The requirement is to obtain CENTREX phone service for approximately 4,900 telephone stations and approximately 4,200 voice mail services on NAVSTA Great Lakes and tenant activities located in the Great Lakes, IL area. The required services include analog and digital circuit service, hosted voicemail services including individual mailboxes and auto attendants, local area calling, ISDN Basic Rate Interface service, ISDN Primary Rate Interface circuits, high capacity (T1/DS1) digital circuit service and maintenance and service responsibilities as defined in the current Illinois Commerce Commission regulations. The service provides access to the Public Switched Telephone Network (PSTN), Defense Switched Network (DSN) and Federal Technology Service (FTS-2001). To perform the required CENTREX services, the contractor must own or have access to a Central Office/cable plant with a major switch. The North American Industry Classification System (NAICS) code for this acquisition is 517311 with a size standard of 1500. The Federal Supply Code (FSC) associated with this requirement is D399. The resulting contract will be for a five (5)-year ordering period. FAR 52.217-8 Option to Extend Services will be included in the solicitation and contract. The option will be evaluated in accordance with FAR 17.206(a). By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
