USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
The Department of the Air Force, specifically the 10th Contracting Squadron at the United States Air Force Academy (USAFA), issued this Special Notice for a Rapid Acquisition Commercial Solutions Opening (CSO) under solicitation number FA7000-25-S-C001. This acquisition framework seeks innovative commercial technologies and services to meet various USAFA objectives, ensuring cadets receive world-class education and training. All items and services acquired through this streamlined method are classified under PSC 9999 for miscellaneous items and are treated as commercial items. Work will be performed at the USAF Academy in Colorado through an open period ending May 29, 2030.
The procurement utilizes a "CSO with Calls" structure, where the initial notice provides a framework for future requirements rather than requesting immediate proposals. Specific Areas of Interest (AoI) are issued as amendments to the CSO, and offerors may only submit proposals during these designated call periods. Identified interest areas include brand analysis and strategic roadmap development, AI-powered transcript processing, Warfighter Training Support Services, autonomous virtual perimeter monitoring, exoskeleton technology, and admissions outreach services.
The government reserves the right to award FAR Part 12 commercial contracts or Other Transactions (OT) based on the best overall value to the government. The solicitation is supported by 14 attachments, including specific call details and question-and-answer documents for various focused interest periods. Christian A. Cornell is the designated point of contact for this acquisition effort.

This Commercial Solutions Opening (CSO) seeks innovative commercial technologies and services to meet various objectives of the United States Air Force Academy (USAFA) as detailed in Attachment 8 using a streamlined and flexible acquisition method to ensure cadets continue to receive the world-class education and training required by the mission and policy directives. All items, technologies, and services acquired using a CSO will be treated as commercial items.
This CSO is a “CSO with Calls.” The CSO with calls technique utilizes the publication of this umbrella CSO solicitation that contains the basic information but does not request proposals with its initial issuance. This type of CSO functions as the framework for future Calls by identifying the technical areas detailed in Attachment 8 and the basic terms and administrative information of the CSO. Calls for proposals will be issued by the government as amendments to this CSO and may be made at any time during its open period when support for innovative commercial requirements supporting USAFA priorities are identified. Offerors may submit proposals only in response to a specified AoI issued during an open call for proposals. The Government reserves the right to award any combination of proposals which offer the best overall value to the Government, and to oversee any and all processes and approaches once initiated. Awards as a result of this announcement will be in the form of FAR Part 12 commercial contracts. The Government also reserves the right to award Other Transactions (OT).
