The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk intends to award a firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract for drink vending machines. This procurement is a 100% small business set-aside under NAICS 811310: Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, with a corresponding PSC of 3550: Vending and Coin Operated Machines. The requirement involves providing machines for use on board naval ships of various sizes. Because these machines will operate in an industrial environment and experience excessive ship rocking due to rough seas, the units must feature cabinets strong enough to support such movement and come equipped with thermal overload surge protectors.
The government is conducting this procurement in accordance with FAR Part 12 and FAR Subpart 13.5. Performance is centered in Virginia Beach, Virginia, and the solicitation includes four attachments: the final solicitation document, a requirement certification, a list of delivery zone points of contact, and a contract pricing template. All responsible sources are eligible to submit a quotation, provided they are registered in the System for Award Management (SAM) database and certify they are not suspended, debarred, or otherwise ineligible for federal contracts.
Responses to solicitation N0018923R0019 are due by February 10, 2023. Although the notice was published on January 23, 2023, and last updated on February 7, 2023, the deadline for clarification questions was established as January 24, 2023. Proposals and inquiries are directed to the primary point of contact, Cody Witz, with the instruction to submit materials via email rather than through the bidding portal on the SAM.gov website.
