SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only Space Optics Research Labs, LLC, out of Merrimack, New Hampshire, Cage Code 4HRF3, under the authority of FAR 13.101(b) for Noncommercial actions under the Simplified Acquisition Threshold. This is being solicited on a sole source only basis because these items are required to replace the damaged mirrors mounted on the Open Air Collimating Bench. The collimating bench provides a controlled environment to ensure that sensors and imaging systems are perfectly calibrated before deployment. These components must be integrated into preexisting, custom-designed mounting hardware originally procured from Space Optics Research Labs, LLC (SORL), the Original Equipment Manufacturer (OEM). Utilizing the original mirror mounts necessitates sourcing exclusively from SORL to mitigate compatibility risks. Additionally, strict form, fit, and function requirements dictate that these components be restricted to the OEM to ensure proper physical integration.
