Prospective vendors MUST be actively registered as a SBA 8(a) participant with the Central Contract Registration(CCR)database. The United States Environmental Protection Agency (U.S. EPA) has an upcoming requirement for Information Technology Support Services (ITSS). The U.S EPA, Region 5 main office is located in Chicago, IL and is the primary location for performance. Additional IT support services will be required at alternate and satellite locations listed in the Performance Work Statement (PWS). The Region 5's territories of responsibilities include Minnesota, Wisconsin, Illinois, Indiana, Michigan, and Ohio. Currently, the Region five (5) IT contract supports over 2,100 personal computers located within its territory. The support services include seven major tasks (1) Voice and Data Telecommunication Support, (2) Network Services, (3) Help Desk/Hotline Services, (4) Database Administration, (5) Microsoft Windows Servers Administration, (6) Computer Systems and Network Security, and (7) Great Lakes National Program Office (GLNPO) Technical Computer Support. The successful contractor shall provide all necessary labor and services in support of the efforts delineated by the Performance Work Statement (PWS). A draft PWS is attached to this notice. This solicitation contemplates one (1) firm-fixed price, performance based contract will be awarded from this announcement. The contract will have a six month base with the option of four, one-year option periods for a total potential period of performance of four years and six months. The acquisition will use Federal Acquisition Regulation (FAR) Part 14.5, Two-Step Sealed Bids.Only technical submissions will be accepted in the first phase of the solicitation that is currently ongoing. Firms that are deemed technically acceptable will be requested to submit pricing in the second phase. The anticipated contract value with all options exercised is less than $13 million. When necessary and applicable, FAR Part 15 negotiating procedures will be used in conjunction with FAR Part 14. The anticipated award date for this procurement isin October 2011.
