THIS IS A FREE SERVICE BY A NON-PROFIT PAID FOR BY THE US GOVERNMENT:
The United States Marshals Service, through the Justice Prisoner and Air Transportation System (JPATS), is soliciting proposals for the procurement of one Boeing 737-700 or Boeing 737-800 aircraft. This unrestricted acquisition is issued as a request for proposal for a firm-fixed-price contract. Under this requirement, the successful contractor must provide the specified aircraft while simultaneously submitting an offer to purchase a JPATS-owned Boeing 737-400 aircraft and an associated inventory of spare parts. The procurement is classified under NAICS 336411 for Aircraft Manufacturing and PSC 1510 for Fixed Wing Aircraft.
The government intends to award a contract to the responsible offeror whose proposal represents the best value based on several evaluation factors. These include technical aircraft specifications and delivery schedule, aircraft sales experience, the purchase of the existing JPATS 737-400 and parts, and the price of the new aircraft. The technical and experience factors are significantly more important than price, while the purchase of the trade-in aircraft is a go/no-go requirement. Detailed technical data regarding the trade-in aircraft, such as landing gear and auxiliary power unit overhaul records, service bulletins, and life-limited status reports, are provided across 22 attachments.
Proposals must be submitted electronically to the primary point of contact, Sheila Nimrod, at the JPATS office in Kansas City, Missouri. The deadline for responses is 1:00 p.m. on April 20, 2026, and all questions regarding the solicitation must be submitted by April 6, 2026. Offerors are required to have an active registration in the System for Award Management at the time of proposal submission. Performance will take place within the United States with delivery terms designated as Free on Board.
