DESCRIPTION AND A HISTORY OF THE NRA AND THE PROJECT BEING AWARDED:THIS PROCUREMENT WAS COMPETITIVELY SOLICITED UNDER AMENDMENT NO. 3 TO NASA RESEARCH ANNOUNCEMENT (NRA) NUMBER NNH13ZEA001N, NASA AERONAUTICS RESEARCH MISSION DIRECTORATE (ARMD) RESEARCH OPPORTUNITIES IN AERONAUTICS (ROA) 2013 APPENDIX B.2, PROGRAM: SYSTEM-WIDE SAFETY ASSURANCE TECHNOLOGIES PROJECT (SSAT1), SUBTOPIC NUMBER AFCS-1.5: DISTRIBUTED SYSTEMS: DISTRIBUTED AIRSPACE SYSTEMS, RELEASED ON DECEMBER 18,2012. THE OBJECTIVE OF THE RESEARCH IS FOR IMPROVEMENT OF THE INTRINSIC SAFETY ATTRIBUTES OF CURRENT AND FUTURE AIR VEHICLES THAT WILL OPERATE IN THE NEXT GENERATION AIR TRANSPORTATION SYSTEM (NEXTGEN). A CENTRAL GOAL OF NEXTGEN IS TO IMPROVE THE EFFICIENCY AND CAPACITY OF OUR NATION S AIRPORTS AND AIRSPACE THROUGH THE STRATEGIC USE OF EXISTING AND EMERGING TECHNOLOGIES. AUTOMATION WILL PLAY A VITAL ROLE IN THE REALIZATION OF THIS GOAL THROUGH A BROAD RANGE OF APPLICATIONS SUCH AS AUTOMATING LOW-LEVEL BACKGROUND ACTIVITIES TO FREE HUMAN OPERATORS TO FOCUS ON HIGHER-COMPLEXITY TASKS, PROVIDING AUTOMATED ADVISORIES TO A HUMAN OPERATOR TO SUPPORT DECISION-MAKING, OR COMPLETELY REPLACING SOME INSTANCES OF HUMAN DECISION-MAKING. HONEYWELL WAS SELECTED TO PURSUE SUBTOPIC SSAT AFCS 1.5 WHEREAS THE OBJECTIVE OF THE RESEARCH IS TO DEVELOP INITIAL CAPABILITIES TO ANALYZE AND ASSESS SAFETY OF NEXTGEN CAPABILITIES FROM A DISTRIBUTED SYSTEMS PERSPECTIVE. THE PROPOSED TECHNOLOGY DEVELOPMENT EFFORT WILL BE PERFORMED OVER THREE YEARS, IN ONE-YEAR PHASED INCREMENTS. THE PURPOSE OF SETTING UP THE CONTRACT IN THIS MANNER SERVES TWO PURPOSES. FIRST, IN PHASE I, THE WORK TO BE PERFORMED IS BASIC RESEARCH; SHOULD THE RESEARCH NOT ACHIEVE THE GOALS SET OUT IN THE STATEMENT OF WORK (SOW), THE WORK CAN BE CONCLUDED AT THE END OF THE PHASE (BASE PERIOD). AT THE CONCLUSION OF THE PERFORMANCE IN PHASE I, HONEYWELL WILL CONDUCT A BRIEFING THAT SUMMARIZES ALL ACTIVITIES PERFORMED AND DESCRIBE THE RESULTS AND LESSONS LEARNED. THIS WILL BE THE BASIS FOR DETERMINING WHETHER TO PROCEED INTO PHASE II. THE SAME REVIEW PROCESS WILL BE CONDUCTED AT THE END OF PHASE II. SECONDLY, ANOTHER REASON FOR THE PHASED APPROACHED IS THAT THERE IS A RISK THAT FUNDING WILL NOT BE AVAILABLE TO CONTINUE THE EFFORT. BY ESTABLISHING 3 ONE-YEAR PHASES, SEVERABLE POINTS IN THE CONTRACT ARE ESTABLISHED. THE PERIOD OF PERFORMANCE FOR PHASE I OF THIS CONTRACT WILL BE TWELVE MONTHS, SEPTEMBER 22, 2014 THROUGH SEPTEMBER 21, 2015. THE PERIOD OF PERFORMANCE FOR PHASE II IS TWELVE MONTHS, SEPTEMBER 22, 2015 THROUGH SEPTEMBER 21, 2016. THE PERIOD OF PERFORMANCE FOR PHASE III IS TWELVE MONTHS, SEPTEMBER 22, 2016 THROUGH SEPTEMBER 21, 2017. THE TOTAL POTENTIAL PERIOD OF PERFORMANCE FOR THIS CONTRACT IS THIRTY-SIX MONTHS, SEPTEMBER 22, 2014 THROUGH SEPTEMBER 21, 2017.
