--------------------------
In order to ensure the safe transport of DoWEA students, DoWEA requires the On-board Vehicle Surveillance System (OBVSS), a digital vehicle video camera system with audio capability designed to record on board images and sound. Data captured by the OBVSS would be transferred from the vehicle to a Student Transportation Office (STO) for review (of picture and sound) on a government computer or laptop. DoWEA requires that each student transportation vehicle be equipped with cameras with synchronized audio capability for monitoring passenger behavior on the vehicle and monitoring the loading and unloading of passengers. Periodically, buses/vehicles are retired and/or replaced at various locations in Okinawa, Japan. This causes the need to remove the OBVSS equipment from the retired vehicles and to reinstall the OBVSS equipment on replacement vehicles.
The Department of Defense Education Activity (DoWEA) has issued solicitation HE125426QE047 for On-Board Vehicle Surveillance System (OBVSS) services to support student transportation in Okinawa, Japan. This requirement, classified under NAICS 485410 for School and Employee Bus Transportation and PSC R499 for SUPPORT- PROFESSIONAL: OTHER, is a combined synopsis/solicitation with no set-aside. The contractor must provide an integrated digital vehicle video and audio camera system to monitor passenger behavior and the loading and unloading process. Responsibilities include providing all labor, tools, equipment, wiring, and transportation to perform maintenance, repair, removal, and installation services for the OBVSS equipment on school vehicles throughout the island.
The contractor maintains ownership of the OBVSS equipment and must be authorized in writing by the manufacturer to import, repair, and maintain the hardware and DVR viewing software. Specific tasks include removing existing digital video recorders from retired vehicles, installing systems in replacement vehicles, and providing Windows 11-compatible playback software. Additionally, the contractor is responsible for training designated government employees on system operation, maintenance, and the warranty program.
Performance will take place in Okinawa, Japan, and the response deadline for this solicitation is June 4, 2026, at 11:00 a.m. JST. Recent updates to the solicitation include the publication of answers to vendor questions and a revised Performance Work Statement. Documentation for this opportunity includes 15 attachments, such as the updated PWS, several SF-30 amendment forms, and question-and-answer sets. The primary point of contact for this requirement is David Infante.
