--------------------------
In order to ensure the safe transport of DoWEA students, DoWEA requires the On-board Vehicle Surveillance System (OBVSS), a digital vehicle video camera system with audio capability designed to record on board images and sound. Data captured by the OBVSS would be transferred from the vehicle to a Student Transportation Office (STO) for review (of picture and sound) on a government computer or laptop. DoWEA requires that each student transportation vehicle be equipped with cameras with synchronized audio capability for monitoring passenger behavior on the vehicle and monitoring the loading and unloading of passengers. Periodically, buses/vehicles are retired and/or replaced at various locations in Okinawa, Japan. This causes the need to remove the OBVSS equipment from the retired vehicles and to reinstall the OBVSS equipment on replacement vehicles.
The Department of Defense Education Activity (DoDEA) has issued solicitation HE125426QE047 for On-Board Video Surveillance System (OBVSS) services for school transportation vehicles in Okinawa, Japan. This requirement supports the safe transport of students through a digital vehicle video camera system with synchronized audio capability for monitoring passenger behavior and the loading and unloading process. The selected contractor will provide all labor, tools, equipment, parts, wiring, conduits, and transportation to maintain, repair, and perform the removal and installation of OBVSS equipment on vehicles throughout the island. As the expressed owner of the equipment, the contractor must be authorized in writing by the manufacturer to import, repair, and maintain the hardware and DVR viewing software.
The scope of work includes maintaining an integrated recording system, removing existing mobile digital video recorders from vehicles as needed, and training designated government employees on system operation and maintenance. The contractor is responsible for providing Windows 11-compatible digital video playback software that meets government IT approval for transferring data to Student Transportation Offices. This combined synopsis/solicitation is categorized under NAICS 485410 for School and Employee Bus Transportation and PSC R499 for Support- Professional: Other. There is no set-aside designated for this requirement (NONE; NONE).
Submissions are due by June 4, 2026, at 11:00 a.m. JST. Performance is located in Okinawa, Japan (JP-47), and David Infante serves as the point of contact. The solicitation has been updated through Amendment 2, which provided answers to vendor questions and an updated Performance Work Statement. The notice includes 15 total attachments, featuring the revised Performance Work Statement, question and answer logs, and several SF30 forms. All other terms and conditions from the original announcement remain unchanged.
