USACE Historical Support Services

The Department of the Army, specifically the U.S. Army Corps of Engineers (USACE) Humphreys Engineer Center Support Activity, is soliciting proposals to establish a pool of Blanket Purchase Agreement (BPA) holders for historical support services. Under solicitation number W912HQ21R0007, selected contractors will support the USACE Office of History in Alexandria, Virginia, as well as various USACE organizations, the Center of Military History in Washington, D.C., and the U.S. Army Engineer School at Ft. Leonard Wood, Missouri. This requirement is categorized under NAICS code 541990 for All Other Professional, Scientific, and Technical Services and PSC B521 for Special Studies/Analysis- Historical. The solicitation is designated as a Small Business Administration (SBA) set-aside.

Contractors must be capable of performing a variety of historical, archival, and curatorial activities. These services include researching, writing, and reviewing historical products; collecting, arranging, and cataloging documents, photographs, and artifacts; and managing a wide-ranging oral history program. The objective of these services is to assist the USACE Office of History in its mission to collect, preserve, interpret, and disseminate the history of the Army Corps of Engineers.

All proposals must be submitted by the response deadline of 4:30 PM on July 9, 2021. The solicitation includes nine total attachments, including a roadmap for evaluation, a performance work statement for a district history BPA call, and a past performance questionnaire. David A.
