The US Department of Agriculture, Agricultural Research Service in Parlier has a requirement for farm worker laborers under FAR PART 13.5. Perspective offerors must be certified, registered and on the list with DOL for the Migrant and Seasonal Agricultural Worker Protection Act (MSPA) Registered Farm Labor Contractor. https://www.dol.gov/whd/regs/statutes/mspa_debar.htm An award may be made without discussions to the offeror who has an acceptable past performance, Certified with DOL as a farm labor contractor,. Registered in SAM.gov and has the lowest price proposal. Period of performance will be from 03-09-2020 through 03-08-2025 base year plus four (4) option years.
