58--Additional Quantities of Miniaturized I/J Digital RF Memory (DRFM) Systems

The Naval Air Systems Command, Naval Air Warfare Center Weapons Division (NAVAIR WD) intends to issue a firm-fixed-price modification to an existing contract for the procurement of 63 additional Miniaturized I/J Digital RF Memory (DRFM) systems (1611AS13830). This action is classified under NAICS 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing and PSC 58. The procurement is being conducted on an other than full and open competition basis, sole-sourced to Mercury Defense Systems of Cypress, California, under the authority of 10 U.S.C. 2304(c)(1), which applies when only one responsible source can satisfy agency requirements.

The modification serves to meet critical Fleet operational needs within a limited timeframe that precludes the development of alternative designs. Mercury Defense Systems is the incumbent contractor and the only source capable of providing these units without incurring significant cost and time delays, as the current design relies on proprietary data and an alternate design process is estimated to take up to 60 months. This modification will not extend the existing contract end date, and the agency anticipates an award in July 2013.
