TOG conducts memorial affairs in support of all Joint Services at Arlington National Cemetery, honoring our Nation’s fallen service members and their families. This RPP seeks a sustainable, long-term solution by prototyping a new Caisson Wagon.
3. ELIGIBILITY
This RPP is open to all businesses. However, pursuant to 10 U.S.C. § 4022(d)(1)(B), an award may only be made if all significant participants in the transaction are small businesses or nontraditional defense contractors.

5. GOVERNMENT POINTS OF CONTACT (POCs)
The Department of the Army, through the Mission & Installation Contracting Command (MICC) Theater Support Center (TSC), has issued a formal Request for Prototype Proposal (RPP) under Other Transaction Authority (OTA) for the design, development, and delivery of a prototype Caisson Wagon. This initiative supports the 3d U.S. Infantry Regiment, known as The Old Guard, in its memorial affairs operations at Arlington National Cemetery. The project aims to address critical deficiencies in the existing, aging fleet of wagons used to honor fallen service members. Performance will take place in Arlington, Virginia, and the government intends to award a single firm-fixed-price agreement for the prototype, with the potential for a future non-competitive, sole-source follow-on production agreement upon successful completion.
This solicitation is categorized under NAICS code 336999, All Other Transportation Equipment Manufacturing, and PSC 2590, Miscellaneous Vehicular Components. While the RPP is open to all businesses, eligibility for award requires that all significant participants be either small businesses or nontraditional defense contractors in accordance with 10 U.S.C. § 4022(d)(1)(B). There is no specific set-aside code assigned to this notice. Six attachments accompany the solicitation, including salient characteristics, terms and conditions, business status certification, and a series of questions and answers.
Formal proposals must be submitted electronically to the MICC TSC Division 1 by July 13, 2026, at 3:00 PM ET. The solicitation was first published on May 12, 2026, and was updated on June 3, 2026, to provide answers to submitted questions. Specific submission requirements and technical requirements are detailed across the attached RPP documents, including the official prototype proposal instructions and the affirmation of business status certification.
