The United States Marine Corps is conducting market research through solicitation number M67854-26-I-1047 to identify potential solutions for the Organic Precision Fires - Medium (OPF-M) program. This Request for White Paper (RFW) seeks information on man-portable loitering munition systems that provide the Fleet Marine Force with an organic, beyond line-of-sight, and precision strike capability against armored targets. The OPF-M system is designed for transport aboard tactical vehicles and for carry by dismounted Marines, enabling tactical engagements that minimize collateral damage and exposure to enemy fires during distributed operations. The government intends to use the collected information to refine acquisition strategies and performance specifications in anticipation of a competitive process under the authority of 10 U.S.C. § 4022.
The acquisition strategy for PdM OPF-M involves phased releases, beginning with Baseline System Capabilities (BSC) aimed at delivering procurement-ready technology within one year of a contract award. Concurrently, the Marine Corps is seeking to invest in Capability Growth Areas (CGA) to improve the BSC for follow-on releases. The government anticipates issuing a formal solicitation for prototype Other Transaction Authority (OTA) awards in the fourth quarter of FY26, with potential production awards starting in FY28. Respondents are required to provide information regarding their firm in accordance with 10 U.S.C. § 4022 (d)(1) and limit white papers to 15 pages.
Submissions are due by May 26, 2026, and will be evaluated against the government's capability priorities to determine which respondents may be invited to participate in subsequent procurement efforts. The primary place of performance is Quantico, Virginia, and the point of contact for this notice is Cathy Boxley. There are four attachments associated with this request, including an amended RFW, a vendor question and response document, and the original RFW in both PDF and Word formats. This market research effort is open to both traditional and non-traditional defense contractors to ensure a wide range of technologies and approaches are considered.
