View moreOrganized site visits have been scheduled for March 31, 2026 at 1:00 PM Eastern Daylight Time (EDT) and April 1, 2026 at 9:00 AM EDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must RSVP by emailing [email protected] by March 30, 2026 at 4:00 PM EDT with the names of attendees, company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance.
The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document.
All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to [email protected]. Questions must be submitted no later than 4:00 PM EDT on April 13, 2026. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned.
See “SF1442 – Solicitation Terms and Conditions” for applicable clauses, instructions, and evaluation criteria.
See “Attachment 1 – Statement of Work” for complete details on the work required.
Technical data and supporting documentation associated with this solicitation are included as attachments to this solicitation and can be accessed via the “Attachments/Links” section of the posting:
The United States Department of Agriculture, Agricultural Research Service, has issued solicitation number 1232SA26Q0340 for drain modifications and equipment removal. This project, located at the mechanical services building of the Eastern Regional Research Center in Pennsylvania, involves repair or alteration of maintenance buildings under PSC Z2EB. The work falls under NAICS code 238220, which covers Plumbing, Heating, and Air-Conditioning Contractors. This acquisition is a total small business set-aside (SBA) and is being conducted as a combined synopsis/solicitation for commercial items.
The scope of work requires the successful contractor to perform specific modifications to the building's drainage systems and complete equipment removal as detailed in the statement of work and technical drawings. This notice includes 15 attachments, such as the statement of work, structural drawings, general requirements, and a wage determination. Recent updates through Amendment 01 have incorporated site visit sign-in sheets and responses to requests for information into the solicitation package.
Quotations must be submitted by April 24, 2026. The procurement is managed by the USDA ARS AFM APD office, with Joshua J. Dobereiner serving as the point of contact. Offerors are required to acknowledge all amendments with their quote submission. All work will be performed at the agency's facilities in Pennsylvania, and evaluation criteria and instructions are provided within the solicitation's terms and conditions.
