The Federal Highway Administration’s Western Federal Lands Highway Division (WFLHD) intends to issue a two-phase design-build solicitation for the renovation of its main office building and site located in Vancouver, Washington. This project addresses deferred maintenance, code compliance, and modern space planning for a facility comprised of three wings built between 1932 and 1977. Key objectives include upgrading office and materials lab spaces, addressing ADA and fire protection deficiencies, and implementing utility improvements such as 480V electrical service and stormwater management systems. The scope also encompasses the reconfiguration of parking areas and the assessment and abatement of hazardous materials including asbestos and lead-based paint.
The government classifies this requirement under NAICS 236220 for Commercial and Institutional Building Construction and PSC Z2AA for the Repair or Alteration of Office Buildings. The estimated price range for the project is between $25 million and $35 million. For the two-phase selection process, the agency will first evaluate performance capability proposals to shortlist a maximum of five firms. These firms will then compete in Phase II, where the contract will be awarded based on a best value trade-off process considering technical factors, past performance, and cost.
