Western Federal Lands Highway Division (WFLHD) Building Renovations
The Federal Highway Administration is planning a two-phase design-build project to renovate the Western Federal Lands Highway Division Main Office and site in Vancouver, Washington. The facility consists of three wings built in 1932, 1952, and 1977. This project will address deferred maintenance, code compliance, and modern space planning for both the office areas and the materials lab. The acquisition will be a full and open competition. In Phase I, the agency will evaluate performance capability to shortlist up to five firms. These firms will then compete in Phase II, where the contract will be awarded based on a best-value tradeoff of technical factors, past performance, and cost. The formal solicitation is expected in Summer 2026, likely late July or early August. The estimated construction cost is between $25 million and $35 million. Technical requirements include seismic upgrades, a Level 3 Alteration automatic sprinkler system, and the removal of asbestos and lead-based paint before renovation begins.
