AMENDMENT 1 - Questions and Answers (attached), and Submission date modified to 4PM (ET), April 8, 2026. The Defense Security Assistance Management System (DSAMS) is a mission essential system for the Security Cooperation (SC) community that provides military departments (MILDEPs) and Defense Agencies with the functionality necessary to develop and implement all unclassified Security Assistance (SA) cases, from...
View moreThe Information Management & Technology (IM&T) case development modernization (CDM) requires the development of a modernized Case Lifecycle system to address critical challenges and evolving mission needs within the Security Cooperation enterprise. The modernization aims to streamline the FMS case development process, enhance transparency, reduce delivery timelines, and ensure compliance with cybersecurity, accessibility, and Zero Trust standards.
As of now, no single Task Management or Document Repository system exists. The CDM initiative includes task management and document repository capability requirements that support the overall Case Lifecycle to streamline task management and have the capability for case life cycle document repository. It should integrate seamlessly with the CDM system for efficient data exchange and reporting.
By leveraging modem technologies, architectures, and methodologies, CDM will deliver a unified, scalable, and efficient platform that supports the entire Case Lifecycle while ensuring interoperability with other systems across the DoW.
Key objectives to achieve include:
1.) Replace legacy functions and features by modernizing applications to reduce technical debt and application variance resulting in improved scalability, data transparency and efficiency.
2.) Develop a modern system to adhere with cybersecurity, accessibility and data protection compliance requirements like Zero Trust, 508, FISCAM Audit and other applicable STIGs.
3.) Implement applicable case lifecycle improvements identified as part of CPIB recommendations and other executive orders.

The Washington Headquarters Services, on behalf of the Department of Defense, has issued this combined synopsis and solicitation for the Case Development Modernization (CDM) initiative. This project addresses the modernization of the Defense Security Assistance Management System (DSAMS), a mission-essential information technology backbone for the Security Cooperation community. The initiative aims to replace legacy functions with a unified, scalable platform that streamlines the Foreign Military Sales case development process, reduces delivery timelines, and enhances data transparency in alignment with Executive Order 14268. The effort is classified under NAICS code 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and PSC AC32 for National Defense R&D Services; Defense-Related Activities; Applied Research.
The scope of the CDM project includes developing a modernized Case Lifecycle system to address technical debt and integrate task management and document repository capabilities. Key objectives involve ensuring compliance with cybersecurity and accessibility standards, such as Zero Trust and Section 508, while improving interoperability across the Department of Defense. The modernized system will build upon existing prototypes, like the Case Launcher, to manage activities ranging from initial customer requests to the production of Letter of Offer and Acceptance documents. There is no set-aside designated for this requirement, which is identified by solicitation number WHSCSO26AOI02.
Performance will take place within the United States, and the response deadline is April 8, 2026, at 4:00 PM ET. Documentation associated with this notice includes five attachments: the Area of Interest (AOI) description, an amendment containing questions and answers, updated IT standards for the Defense Security Cooperation Agency, and the overarching Commercial Solutions Opening (CSO) framework. Mary Beth McFann serves as the point of contact for this requirement.
