AMENDMENT 1 - Questions and Answers (attached), and Submission date modified to 4PM (ET), April 8, 2026. The Defense Security Assistance Management System (DSAMS) is a mission essential system for the Security Cooperation (SC) community that provides military departments (MILDEPs) and Defense Agencies with the functionality necessary to develop and implement all unclassified Security Assistance (SA) cases, from...
View moreThe Information Management & Technology (IM&T) case development modernization (CDM) requires the development of a modernized Case Lifecycle system to address critical challenges and evolving mission needs within the Security Cooperation enterprise. The modernization aims to streamline the FMS case development process, enhance transparency, reduce delivery timelines, and ensure compliance with cybersecurity, accessibility, and Zero Trust standards.
As of now, no single Task Management or Document Repository system exists. The CDM initiative includes task management and document repository capability requirements that support the overall Case Lifecycle to streamline task management and have the capability for case life cycle document repository. It should integrate seamlessly with the CDM system for efficient data exchange and reporting.
By leveraging modem technologies, architectures, and methodologies, CDM will deliver a unified, scalable, and efficient platform that supports the entire Case Lifecycle while ensuring interoperability with other systems across the DoW.
Key objectives to achieve include:
1.) Replace legacy functions and features by modernizing applications to reduce technical debt and application variance resulting in improved scalability, data transparency and efficiency.
2.) Develop a modern system to adhere with cybersecurity, accessibility and data protection compliance requirements like Zero Trust, 508, FISCAM Audit and other applicable STIGs.
3.) Implement applicable case lifecycle improvements identified as part of CPIB recommendations and other executive orders.
SEE ATTACHED Areas of Interest for additional information
The Washington Headquarters Services, acting on behalf of the Department of Defense, issued solicitation WHSCSO26AOI02 for the Information Management & Technology Case Development Modernization (CDM) initiative. This project focuses on modernizing the Defense Security Assistance Management System (DSAMS), a mission-essential information technology backbone used to develop and implement unclassified Security Assistance cases and foreign military training grants. The modernization effort aims to replace legacy functions nearly three decades old to reduce technical debt, enhance data transparency, and fulfill the requirements of Executive Order 14268 regarding the speed and accountability of foreign defense sales.
The scope of the CDM initiative includes developing a unified, scalable platform that streamlines the foreign military sales case lifecycle, from initial customer requests through the production of Letter of Offer and Acceptance documents. Key requirements involve the creation of task management and document repository capabilities that integrate with existing prototype products like the Case Launcher and Single Tracking System. The resulting system must adhere to Zero Trust cybersecurity standards, Section 508 accessibility requirements, and FISCAM audit compliance. These services are classified under NAICS 541715 for Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) and PSC AC32 for National Defense R&D Services; Defense-Related Activities; Applied Research.
The performance of these activities will take place in the United States, with a response deadline of April 8, 2026. This opportunity is issued as a Commercial Solutions Opening (CSO) with no set-aside designated. Detailed information is provided across five attachments, including specific Areas of Interest, IT standards for the Defense Security Cooperation Agency, and an amendment addressing industry questions. Mary Beth McFann serves as the point of contact for this requirement.
