Construction Inspection IDIQ

The Federal Highway Administration, through the Central Federal Lands Highway Division (CFLHD), is soliciting qualifications from Architect and Engineering firms for an Indefinite Delivery Indefinite Quantity (IDIQ) contract. This requirement is designated as a Small Business Program (SBP) set-aside under NAICS code 541330, Engineering Services, and PSC C213, Architect and Engineering-General: Inspection (Non-Construction). Selected firms will provide post-award onsite construction contract administration and inspection support for transportation-related construction projects across a 14-state regional area. The primary scope of work involves providing experienced staff to project locations on a short-term basis, typically ranging from 3 to 24 months, often with limited advance notification. Duties include construction inspection and contract administration in accordance with CFLHD policies, as well as occasional tasks such as onsite materials laboratory management, clerical support, or regional claim support. Because CFLHD projects are primarily located in remote areas, the principal firm and its subcontractors must be capable of managing and deploying qualified personnel throughout the Western United States.

As of October 15, 2020, the solicitation includes eight total attachments, including four formal amendments and three sets of questions and answers. All participating firms must comply with Equal Employment Opportunity requirements per FAR Subpart 22.8. The government will evaluate firms based on their ability to provide daily management of staff and subcontractors while maintaining technical proficiency in construction oversight for federal lands highway projects.
